  • Bank Deposit: Put at least AZN 100,000 (Approx. USD 59,000) in a bank here. This provides a temporary permit for one year, renewable. For permanent residency, the deposit must be at least AZN 200,000. Taking money out early may cancel your permit.
  • Securities: Invest at least AZN 100,000 (Approx. USD 59,000) in state bonds. Or invest in securities of companies where the state owns over 51%. This secures a temporary permit for one year, renewable. For a permanent permit, the value must be at least AZN 200,000.
  • Start a Business: Set up a company in Azerbaijan. As a founder, you can apply for residency. Your company needs at least five local, full-time workers. As a director, the company’s starting balance must be at least AZN 50,000.

You must keep your investment for the time you want residency. If its value drops, your permit may be revoked.

Other Fees

For permit applications and renewals (temporary and permanent), a state fee is charged. This fee includes due diligence as well. These vary by permit type and application processing speed.

You will incur additional government fees for bringing family members. Each family member included in the application will need their own temporary or permanent residence permit. The fees for family members are generally lower for minors compared to adults.

The state fee for adult family members ranges between $71 and $265 each, depending on the type of residency permit and application processing speed. Whereas, the state fee for family members under the age of 18 years ranges between $36 and $177 each.

Documents Required

  • Your passport, valid for at least 15 more months.
  • Two passport photos (3.5×4.5 cm).

  • Proof of accommodation in Azerbaijan. This could be a property deed or a rent agreement.

  • Copy of the owner’s ID.
  • Proof you paid the government fee.

Permit Length, Renewal, and Process

A temporary permit is usually good for up to one year. If your investment is AZN 500,000 or more, it can be for up to three years. These permits can be renewed. Most can be extended for up to two years at a time. If you invested AZN 500,000, renewals can be for up to three years.

You gather papers and give them to the State Migration Service. It usually takes 15 or 20 workdays to get the permit. This depends on the fee you pay.

Permanent Residency and Citizenship

Temporary residency can lead to permanent residency. You must live in Azerbaijan for at least two years in a row with a temporary permit. You also need to know the Azerbaijani language. A permanent permit is good for five years. You can extend it for another five years.
Permanent residency can then lead to Azerbaijan citizenship. You can apply after living in Azerbaijan for five years without breaks. You also need a legal way to make money and speak Azerbaijani. The President of Azerbaijan grants citizenship.
